How to build an ASO strategy for privacy-safe app discovery

    Privacy has become one of the defining challenges in app marketing, reshaping how marketers target users, measure performance and support app discovery. As access to individual-level data has become more restricted, the industry has had to develop more privacy-preserving approaches to both measurement and reaching relevant audiences. The evolution from SKAN 3 to SKAN 4 in 2023 was part of that response, helping marketers adapt to an environment where they can no longer depend on connecting every impression, click and conversion to a specific person. At the same time, this shift has made privacy-safe app discovery increasingly important, with marketers needing to respond to user intent without relying on sensitive or individual-level signals.

    The App Store and Google Play are particularly valuable in this environment because they allow users to express what they need directly through search, compare relevant products and decide whether an app appears credible before downloading it. App Store Optimisation (ASO) is therefore not just a visibility tactic; it is a core part of how brands are discovered, evaluated and chosen in privacy-first app marketing. It can improve visibility, evaluation and conversion across this journey without relying on invasive tracking or access to sensitive personal information.

    This privacy-safe approach is especially important for apps that handle sensitive data, are used by children or serve audiences that require greater protection. These apps must balance growth with stricter platform requirements and higher expectations around privacy, safety and transparent communication.

    A privacy-safe ASO strategy therefore focuses on context rather than identity, using search intent, clear product communication, local relevance and aggregated performance data, rather than personal information, to connect the right users with the right app

    Structure metadata around user intent, not personal data

    The first step in building a privacy-safe ASO strategy is to identify the needs, tasks and motivations behind relevant searches. The second step is to organise these into clear user-intent clusters. These clusters should provide the foundation for the app’s title, subtitle, keyword field and description, helping marketers improve discoverability without relying on personal characteristics or sensitive user information.

    For a finance app, an intent cluster could be built around managing everyday finances, with searches such as “track monthly spending”, “create a household budget” and “manage subscriptions”. Other clusters might focus on starting to invest or saving towards a financial goal. The goal is for each group to reflect what the user wants to achieve without requiring access to their income, transaction history, credit profile or identity.

    For medical apps, the same principle applies marketers should focus on the practical need a user is expressing rather than inferred information about their health. Metadata can then be organised around tasks the product supports, such as managing medication reminders, tracking symptoms, accessing test results or booking a medical appointment. This keeps the strategy centred on explicit user intent, rather than targeting someone because they are believed to have a particular condition. 

    That distinction is important because interest in digital health products does not remove concerns about how personal information is handled.

    A 2025 European survey found that 21.87% of respondents already used health apps, while a further 42.71% were interested in using them in the future, however privacy concerns remained one of the factors shaping their willingness to adopt them. This supports a metadata approach that responds to the task a user has chosen to search for, rather than relying on assumptions about their health or identity.

    For an app likely to be accessed by children, or in the less common case directly targeted at them, intent clusters should reflect the needs of the child, parent, carer or teacher. These might include “phonics activities”, “times tables practice” or “family learning games”, without relying on behavioural profiling or language suggesting that the app knows personal details about an individual child.

    Once the relevant intent clusters have been identified, marketers can prioritise them according to search relevance, commercial value and the app’s genuine functionality. The strongest terms can then shape the app title, subtitle, keyword field and description, depending on the platform, while supporting terms can be incorporated naturally into the wider listing.

    The objective is not to include every possible keyword, but to establish a clear relationship between the language users search with and the value the app can genuinely provide. This is particularly important in sensitive categories, where inaccurate wording can create the wrong expectation or imply capabilities the app is not qualified to deliver.

    Use screenshots to communicate value clearly and responsibly

    Screenshots are one of the clearest ways to communicate an app’s value before download. They help users understand what the product offers, how it works and whether it is relevant to their needs.

    The strongest opening screenshots should quickly help users answer questions such as:

    • Is this app relevant to what I need?
    • What can I do with it?
    • How does the experience work?
    • What will I need to pay for?
    • Does the product appear credible and safe?

    Once the core value proposition is clear, the screenshot sequence should be adapted to the needs and expectations of the app’s audience. This is particularly important for apps handling sensitive information or likely to be used by children, where creative decisions need to balance clarity, relevance and responsible communication.

    For apps used by children, the primary audience for the product-page creative will usually be the parent, carer or other responsible adult making the download decision. Screenshots should therefore communicate the learning experience, parental controls, privacy features and progress reporting, while still using visuals that help adults understand whether the experience will be engaging and appropriate for younger users. The creative should not directly pressure children to download, make purchases or continue using the app.

    Medical apps require a similarly careful approach. Best practice would be Screenshots which demonstrate practical functionality such as setting medication reminders, recording symptoms or preparing information for an appointment. They should make the product easier to understand without overstating its capabilities or implying that it replaces professional medical care when it does not.

    Once the screenshot sequence has been structured around the right user needs, creative testing can help identify which messages and visual approaches communicate the product most effectively. AppTweak reported that 35% of the leading apps it analysed ran at least two App Store screenshot tests during 2025, making screenshots the most commonly tested product-page asset within its dataset.

    Testing can help marketers understand whether:

    • A finance app performs better with a specific message such as “See where your money goes” than with a broader claim such as “Take control of your finances”.
    • A medical app converts more effectively with a journey-led screenshot sequence than with a series focused only on individual features.
    • A children’s learning app benefits from stronger parent-focused proof points or clearer demonstrations of the learning experience.

    Apple’s Product Page Optimisation and Google Play’s Store Listing Experiments allow marketers to compare these screenshot variations using aggregated conversion data. This helps improve creative performance without identifying or profiling the individuals who viewed each version.

    Build trust through ratings, reviews and transparency

    When user-level or device-level data is limited, users need clear evidence that an app is credible, safe and appropriate for their needs. Trust signals such as ratings, reviews, developer responses, privacy disclosures, update history and transparent product claims can help provide that reassurance.

    They are particularly important for apps that handle sensitive information or are likely to be used by children, as users and responsible adults may examine the listing more carefully before deciding whether to download. Research from the UK Information Commissioner’s Office found that 75% of parents feared their children could not make safe privacy choices online, reinforcing the need for these apps to explain their privacy protections, parental controls and data practices in language that adults can easily understand.

    For marketers, reviews can also provide useful insight into where an app is failing to meet user expectations. A finance app may receive repeated complaints about identity verification, account linking or withdrawal times, while a medical app may attract criticism around appointment availability, accessibility or unreliable reminders. These recurring themes should be shared with the teams responsible for improving the app, rather than treated only as issues that can be solved through store-listing copy alone.

    Rating prompts should also appear at an appropriate point in the user journey, after the user has had enough time to experience the app and complete a meaningful task. Asking for a rating too early is unlikely to produce useful feedback and may create frustration before the app has demonstrated its value.

    Trust cannot be created through app store copy alone. The listing, privacy disclosures and in-app experience should support the same claims.

    Localise listings for each market

    Effective localisation means adapting an app store listing to users in each market, rather than applying one global message across every region. An accurately translated listing can still feel irrelevant or unclear if its keywords, terminology, messaging and creative assets are not localised to reflect how people in that market search, evaluate apps and make download decisions.

    Marketers should therefore research local search behaviour, commonly used terminology, user expectations, cultural context and market-specific product considerations before adapting the listing. This research should inform the metadata, screenshot copy, imagery, pricing and proof points used in each priority market.

    For apps used by children, localisation may also need to reflect local curricula, teaching terminology, age expectations and cultural standards. An app positioned around “Key Stage 2 maths” in the UK, for example, would require different keywords and messaging in a market where that education framework is not recognised.

    Localisation does not always require a complete redesign of the listing. A strong core listing can provide a strategic foundation, but each priority market should still be researched and adapted independently. This means reviewing local search behaviour, language nuances and cultural context, ideally with input from someone who understands the market.

    Measure the full app store funnel

    Without data tied to a specific user or device, marketers need to assess ASO performance by interpreting aggregated metrics across the full app store funnel rather than relying on one result in isolation. This means examining how visibility leads to product page engagement, how effectively that engagement converts into downloads and whether those downloads contribute to meaningful outcomes after installation.

    Some of the core app store metrics for evaluating this journey are impressions, product page views and conversion rate. These should be considered alongside keyword movement and aggregated post-install outcomes to provide a more complete view of performance.

    Impressions

    Impressions show how often an app or its product-page assets appear within the store, with increases potentially driven by stronger keyword visibility, category rankings, editorial featuring, paid campaigns or rising market demand.

    More visibility is not automatically valuable if it comes from irrelevant searches or does not lead to stronger product page engagement, which is why impressions should be analysed by source, market and search context wherever possible.

    Product page views

    Product page views show how often users progress from an impression or external source into the listing. The relationship between impressions and product page views can help teams understand whether the app’s icon, title, subtitle, rating and initial creative are attracting relevant interest.

    Conversion rate

    Conversion rate shows how effectively the store listing turns visitors or impressions into downloads, depending on the platform and reporting view being used.

    AppTweak found that average conversion rates across US app categories in 2025 were 8.56% on the App Store and 16.15% on Google Play. However, performance differed significantly between categories, making an app’s historical results and closest competitors more useful benchmarks than a store-wide figure alone.

    Conversion should also be interpreted in the context of the category and the level of consideration involved in downloading the app. A finance app, for example, may convert differently from a casual entertainment app because opening an account is a more considered decision.

    Keyword movement can then help explain whether changes to metadata are improving visibility for relevant searches, while aggregated post-install outcomes show whether downloads are progressing towards valuable actions. These outcomes could include completed registrations, funded accounts, appointment bookings or subscription starts, depending on the app, without requiring sensitive user-level information to be passed into an ASO platform.

    By assessing these metrics together, marketers can understand where performance is improving, where users are dropping out and whether stronger app store visibility is contributing to meaningful growth.

    Use CPPs and CSLs responsibly

    Custom Product Pages (CPPs) on the App Store and Custom Store Listings (CSLs) on Google Play allow marketers to create alternative store experiences for different features, campaigns, searches and markets, improving contextual relevance without relying on profiling or assumptions about sensitive personal characteristics. A medical app, for example, could create separate pages for appointment booking, medication management and general symptom tracking, helping users reach information relevant to the need they have expressed without implying knowledge of their diagnosis or medical history unless that context has been deliberately and appropriately provided.

    Apple currently allows developers to create up to 70 Custom Product Pages (CPPs) per app, giving marketers significant scope to tailor App Store experiences around different audiences, campaigns and search intents. According to Apple, directing users to a CPP delivers an average conversion-rate uplift of 2.5%, compared with 1.6% for default product pages. This highlights the opportunity for brands to move beyond a one-size-fits-all store experience and use CPPs to create more relevant journeys for high-intent users.

    These figures demonstrate the potential value of matching the store experience to a clear context, although they should be treated as benchmarks rather than guaranteed results.

    Every CPP or CSL should be:

    • Relevant to the campaign, search or market
    • Accurate about the app and its functionality
    • Consistent with the advert or message that preceded it
    • Clear about pricing, eligibility and limitations
    • Properly localised
    • Measured separately
    • Reviewed regularly for outdated information

    The purpose is to reduce uncertainty and help users find the information they need to decide whether to download the app, begin using it or engage with a particular feature.

    Privacy-safe growth depends on relevance

    Privacy restrictions may have reduced access to user-level and device-level data, but they have not removed the signals marketers need to support effective app discovery. Users still reveal intent through the searches they make, the listings they explore and the information they use to decide whether an app feels relevant, credible and trustworthy.

    For ASO, this makes clarity more important than ever. Metadata, screenshots, ratings, reviews and localised store experiences all need to help users understand what an app offers, why it is relevant to them and whether they can trust it. By evaluating these elements through aggregated performance data, marketers can improve visibility and conversion without relying on invasive tracking or assumptions about individual users. 

    For apps operating in privacy-sensitive categories, the strongest ASO strategies will be those that make the app easier to discover, understand and trust, while remaining transparent about what it offers and how it handles user information.
